This article explains what is covered in the Frontline Employee Evaluation Management (EEM) solution orientation webinar for Organization Administrators. This article outlines how EEM is structured using forms, components, and evaluation types; how to manage users and evaluation rights; and how to track evaluation progress.

How EEM Supports Educator Growth
Employee Evaluation Management is designed to manage district evaluation processes online. The system supports identifying strengths and growth areas for individual educators, capturing evaluation data across the organization, and using aggregate data to inform professional learning decisions.
Structure: Forms, Components, and Evaluation Types
EEM is built around a structured hierarchy.
- Forms represent the documents evaluators and educators complete and may include configurable settings such as scheduling or educator acknowledgment.
- Components organize related forms together and support filtering and reporting.
- Evaluation Types group components into a complete evaluation process and reflect district-defined evaluation categories.
Examples of components include observation components that may contain pre-observation, observation, and post-observation forms, and summative components that may contain a single summative form.
Annual Evaluation Cycle
- The evaluation cycle begins when an evaluation type is assigned to an educator.
- The cycle start date acts as the gateway to data entry.
- Educators and evaluators complete forms over time, and all forms must be finalized to become eligible for rollover.
- Rollover archives completed forms and supports transition to the next evaluation cycle.
A gap between cycles provides time to complete rollover, confirm assignments and dates, and update evaluation forms before data entry begins.
Managing Users in EEM
EEM includes educators, evaluators, and organization admins. Access and functionality are determined by user setup, evaluation assignments, evaluation rights, and assigned permissions.
Evaluation Rights
Evaluation rights control which evaluators can access an educator’s evaluation forms.
- Evaluators must have evaluation rights to view and interact with an educator’s forms.
- Evaluation rights are managed under Evaluations > Evaluation Rights.
- Filters can be used to troubleshoot by evaluator or by educator.
- Rights can be added, copied, transferred, or deleted.
Adding an Educator
Adding an educator is a multi-step process.
- Add the user profile in Administration > PG User Info.
- Assign an evaluation type in Evaluations > Config > Evaluation Assignments, including cycle dates.
- Assign evaluation rights in Evaluations > Components > Evaluation Rights so evaluators can access the educator’s forms.
Adding an Evaluator
Adding an evaluator includes creating the user profile, assigning the appropriate evaluator role in Administration > PG Permissions, and granting evaluation rights to the educators they evaluate.
Organization Admin Permissions
Organization Admin access is managed through EEM Admin Rights and PG Permissions.
- EEM Admin Rights are managed under Evaluations > Admin Rights.
- PG Permissions are managed under Administration > PG Permissions and control role-based access such as user management and configuration setup.
Managing Frontline ID Access
If the district does not use single sign-on, organization admins manage user access through the Manage User Access page by granting application access and sending invitations for users to create or connect a Frontline ID.
Inactivating Users
When an educator leaves the district, finalize all forms, complete rollover, and then inactivate the user account. Inactivation without finalization and rollover can leave evaluation records incomplete. Review and remove evaluation rights as part of system maintenance.
Tracking Evaluation Progress
EEM includes key views for monitoring progress.
- Process View is organized by educator and displays evaluation types, components, forms, and progress bars.
- Detail View is organized by form and supports filtering, bulk actions, and exporting data for reporting.
